In 1993, Congress enacted the National Voter Registration Act to enhance voting opportunities for all Americans. As outlined in Section 7, all offices that provide public assistance or administer state-funded programs primarily engaged in providing services to persons with disabilities must offer voter registration as well as assistance in completing the form. Each applicant for public assistance or the renewal of these services and clients reporting an address change must be provided with a voter registration form; the agency must provide the same level of assistance in completing the form as they would for any other program and forward the completed form to the appropriate state or local election official within a period of not more than five days.
